Estonia motor vehicle tax calculator

Estonia's motor vehicle tax has two parts: an annual tax and a one-time registration fee. This works out both for a passenger car from its CO2, gross mass and age, using the 2025 Motor Vehicle Tax Act. Figures as of July 2026.

Age 0 for a new car. The annual tax reduces from year 5, the registration fee from year 1.

Fuel only changes the mass threshold (2000 kg, or 2400 kg for electric).

How the tax is worked out

For a passenger car, both parts add a base amount, a CO2 component and a mass component. The annual tax base is 50 EUR; the registration fee base is 150 EUR.

The CO2 component is progressive: each band's rate applies only to the grams inside it. For the annual tax there is no CO2 charge up to 117 g/km, then 3 EUR per gram to 150, 3.5 EUR per gram to 200, and 4 EUR per gram above. The registration fee charges from the first gram: 5 EUR per gram to 117, 10 to 150, 30 to 200, and 50 above.

The mass component charges 0.4 EUR per kg (annual) or 2 EUR per kg (registration) of gross mass above 2000 kg, capped. A vehicle-age coefficient then reduces the CO2 and mass parts, but never the base amount.

Annual tax and one-time registration fee.

Source and assumptions

Motor Vehicle Tax Act (Mootorsõidukimaksu seadus), in force from 2025-01-01. CO2 uses WLTP data; where no CO2 figure exists a statutory replacement formula using power, mass and age applies, which this tool does not model. The annual-tax age coefficients are the published Transpordiamet values for ages 5 to 15; ages 16 to 19 and the whole used-import registration-fee reduction are approximate, so treat any figure with an age reduction as an estimate.
